In 2006, a new method of recruitment in the body and executive employment category C of the three public functions has been established: the PACT (route access to careers in the civil service, hospital and state) . Open to young people 16 to under 26 years is a contract under public law for a period of at least one year to two years maximum alternating training and placement and to integrate public service as a civil servant after an audit of fitness;
• recruitment with or without competition.
The Public
In France there are three branches :
1 - Public Service of State : This is a first step of the central ministries, usually located in Paris, in charge of design and coordination of the state at national level. In a second step, they concern the actions of the state in the region and the department (prefectures, education authorities, departmental offices ...). Many civil servants perform their duties in the public schools (universities, colleges) and in public administration related to the various departments.
2 - the territorial civil service : The local civil service (1.4 million workers), in increasing proportion, is more than a quarter of all employees. It includes all the job of local authorities (commune, department, region) and their public institutions.
3 - the public hospital : It groups with the exception of medical personnel (doctors, biologists, pharmacists and orthodontists), total employment of the following institutions: the public hospital establishments, public nursing homes, the public or a public nature within the departmental services of social assistance to children, public juvenile or disabled adult or inappropriate, shelters and social rehabilitation public or public nature.
The entire public service is distributed in three hierarchical categories :
- Category A : Tray 3 and up. Job duties include design and supervision (level recruitment license - Master)
- Category B : Bac or Bac + 2. Job with enforcement duties
- Category C : no qualifications or level BEPC, CAP, BEP, GCSE. Job with so-called execution functions.
