Contract "new hires" (CNE)
The company must have at more than 20 employees. The contract must be written and indefinite. The contract must state clearly that it is a "new recruits", pursuant to Order No. 2005-893 of 2 August 2005. The contract must take into account any special break under the order of 2 August 2005.

Since the inception of the Social Cohesion Plan in early 2005, 126 houses in work has been labeled by the national commission chaired by Mr. Jean-Paul Anciaux, composed of representatives of public service employment, national associations of local officials, representatives from the consular and qualified people.

The employment initiative contract (ICE)
The contract involves unemployed people experiencing social and professional access to employment. The convention opens right to assistance in hiring to support a portion of the cost of contracts and, where appropriate, training professionals and support provided by the Convention.

The contract professionalization
The contract alternating training and work in enterprises and replaces since 1 October 2004 contracts qualification, adaptation and Guideline. Its objective is the integration or reintegration of the beneficiaries through the acquisition of professional qualifications recognized. The contract is for professional 16 to 25 years of age who can thus complete their initial training. It is also open to job seekers aged 26 and over.

The "contract of integration into social life" (CIVIS)
The contract is for youth 16 and under 26 years of experiencing difficulties employability. It aims to organize the necessary actions to achieve their project of integration into sustainable employment.

The route of access to careers territorial hospital and the State (PACTE)
This is a public law to allow young people under 26 years old, little or no graduates to become officials in category C, without competition.

Our advice

The principle of recruitment competitions

This would be closely supervised, both in form and in substance.

The eligibility to compete (diplomas, age ...) are fixed by the statutes of the bodies concerned. Advertising rules are very strict. Juries appointed according to rules of composition very precise, are sovereign.

The appointments are in order of merit determined by the jury.

Test facilities are provided for persons with disabilities.

Some exceptions to the principle of recruitment competitions are planned for those disabled workers and some body in category C.

Warning!

Candidates will provide all necessary documents to justify that they meet the requirements (including graduation), specifying when this shipment, their identity and the competition concerned.

Applicants must certify information completed and provide any evidence that they actually meet the requirements.

The acknowledgment that notes the arrival of the paper file does not compete.

Before the written tests, you receive a personal invitation indicating the place and date of the tests.

If that convening you are not received ten days before the date from which the competition is open (mentioned on the nomination), you must inform the office of recruitment, the administration assumes no responsibility if this convening fails for any reason whatsoever to the recipient.

NB: It is your responsibility to verify that you qualify to participate in the contest.
Sending an invitation to the written test is not admission to the competition, the hotel reserves the right to check on or before the date of appointment to compete conditions are met.

Recruitment without competition

Regarding the direct recruitment of staff, Article 38 of the Act of 26 January 1984 authorizes the recruitment of some senior officers in its permanent without competition ...

Direct recruitment of staff

These are mainly workers with disabilities recognized by the technical committee guidance and vocational retraining (COTOREP) and certain officials of category C (manual or service):

  • Office of schools, specialized agent of nursery schools (CAP mandatory early childhood);
  • Office of Internal nurseries;
  • Auxiliary childcare (on a mandatory basis);
  • Driver of car transport (holding permits B, C, D and E);
  • Machine;
  • Disinfection;
  • Dustman;
  • Sewage;
  • Gravedigger;
  • Professional worker (all bodies of state);
  • Special workers (general maintenance, roads, canals and ports and dams).

The services the city should proceed with the selection of candidates through hearing test or examination required by technicality.

How to Apply?

The services of the Common or Public Administration shall, according to their need, to recruitment adverts in the press.
It is therefore necessary, after verifying that you meet the conditions of access to permanent jobs in the civil service to send the Administration chosen, a handwritten letter of application and a detailed curriculum vitae including the diplomas and jobs occupied (with duration) in connection with the recruitment applied.

The strict supervision of recruitment of contract

Article 3 of Law No. 84-53 of 26 January 1984 amended statutory provisions relating to the civil service to authorizes use of non-permanent staff in very limited circumstances: for seasonal jobs (six months) or Occasional (three months, renewable once), temporary replacement of staff members (on maternity leave, sickness ...) or provide jobs that can not be filled immediately by an owner (one year).

Contract staff may also be recruited on a vacancy for a maximum of three years, when no body of officials to ensure the functions or jobs level of category A, where the nature of functions or services needs warrant (ex. : sector industry or technical).

The use of this procedure is very exceptional and tightly controlled (the advertising posts must first be made to civil servants).

Disabled workers

Law No. 87-517 of 10 July 1987 provides that persons disabled workers by the technical committee guidance and vocational retraining (COTOREP), and whose disability is compatible with the job, can be recruited through Direct.
The age limits for access to employment does not apply.

Candidates may, for certain jobs, be tested prior to recruitment, to verify their skills.

They are then recruited as contract staff for a period of one year, renewable once.

At the end of this period, they are subject to tenure have demonstrated their ability to perform their duties.

How to Apply?

We must apply for a specific job and must submit:

  • A copy of the decision COTOREP recognizing the quality of disabled worker for the current period.
